Notes that while contractors have the Taft-Hartley option of hiring nonunion men on a temporary basis, then keeping them if qualified, and that unions who block this can face DOJ lawsuits, the reality on the ground is that unions prevent this by threatening a strike. Notes that the unions expect a four-year apprenticeship, during which there is a high dropout rate, and that in Philadelphia they found 100 Black nonunion plumbers. Also gives the standards quota/goals semantic rebuttal.
